I just say that there's no sense having a program if a man who is innocent of any intelligence mission, which is true in this case, is subjected to arrest without means of defense.
The concurrence of the Board of Commissioners in those recommendations should assure that the entire District Highway Program can now move forward.
And the American Bar Association has been very helpful in making the judgment, but I am sure they would agree that they are not infallible.
