This legislation responds to a statement contained in my February 1961 message to the Congress on natural resources expressing the hope that fish and wildlife opportunities could be expanded without conflict between government agencies.

The concurrence of the Board of Commissioners in those recommendations should assure that the entire District Highway Program can now move forward.
It symbolizes, I believe, this highway, first of all, the partnership between the Federal Government and the States, which is essential to the progress of all of our people.
I think that this administration has been very vigorous in its action, and I think that we have tried to set a responsible standard.
The recommendations are likewise acceptable to me, and will be included in my budget recommendations to the Congress in January.
