It would be our hope to lessen the number of Americans there by 1,000, as the training intensifies and is carried on in South Viet-Nam.
I hope private industry and labor will also realize that those who are handicapped frequently are more than compensated by their desire to be useful and to play a gainful role.
So the central responsibility, of course, is to try to develop a climate in this country where there is as close to full employment as we can get it, and then to give particular attention to those who are handicapped.
