Kennedy, President of the United States of America, do hereby designate Monday, October 7, 1963, as Child Health Day; and I invite all persons and all agencies and organizations, interested in the welfare of children to unite on that day in observances that will bolster our efforts to foster the health of our children

This highway has been built by the dedicated effort of the citizens of these two States.
Our goal is the development of the most efficient, economic, and the safest transportation system for all of our people.
We are proud to have them here also because they are a Scottish Regiment, and that green and misty country has sent hundreds and thousands of Scottish men and women to the United States and they have been among our finest citizens.
It symbolizes, I believe, this highway, first of all, the partnership between the Federal Government and the States, which is essential to the progress of all of our people.
