I thank you, Chairman Pitts and Ranking Member Pallone, for holding this hearing, and I would like to thank Melanie Bella for helping to lead the charge at CMS to improve care for 9 million patients who by definition are the sickest, poorest, costliest individuals covered by either Medicaid or Medicare.
