I am not saying it is a totally bad rule. Obviously, there are some amendments which have been put in order that are appropriate. What we are saying is that the American people have an expectation that the Congress of our country, at a minimum, would look at all of the rest of the issues, as well, and not exclude them from debate here on the House floor.
