There is sufficient excess capacity in these facilities in order to accommodate the oil. We would probably wind up with the Federal Government leasing part of the facilities that are now controlled by these oil companies in order to accommodate this purpose. We would have to pay them a fee but the oil that was stored in there would then be for the use of the region, Pennsylvania, New Jersey, New York, New England.
