The text of the amendment is as follows: Add at the end the following: TITLE--MISCELLANEOUS PROVISIONS SEC. __1. REQUIREMENT TO OFFER FOR SALE ONLY IN THE UNITED STATES. The Secretary of the Interior shall require that all oil and gas produced under a lease issued under this Act, the amendments made by this Act, or any plan, strategy, or program under this Act shall be offered for sale only in the United States.
