Yes. I don't think he'd make these concessions unless he thought that she might really want it and he wanted to clear the way to make sure if that's what she has wanted, that's what they would do.

He cannot dangle this and then say no to her and because after dissing her in effect for the Vice Presidency and then this, too, that would be a huge riff not only with her but with large sections of the Democratic Party.
