The Constitution declares that the President “shall have power, by and with the advice and consent of the Senate, to make treaties, provided two thirds of the Senators present concur”; but it does not declare that the President, by and with the consent of the Senate, shall have power to abrogate treaties.
He clarifies that the Constitution does not grant the President the power to unilaterally abrogate treaties.
