The bearer of this letter, going forth on an errand of treason, is “reliable in every respect”; and as the universal contains the special, he is reliable especially for the purposes of his treason: and this is the commendation which he bears to the Rebel chief from an American Senator.
Sumner points out the irony of a traitor being described as reliable, especially when he is tasked with treasonous actions.
