As the language of the Constitution is drawn into debate, I cannot doubt, that, according to Parliamentary Law, the present question is within the control of the Senate, to be determined by the teachings of reason and convenience, so as to assure the public welfare.
Sumner believes that the Senate has the authority to determine the current question based on reason and convenience.
