But even if not treason according to all the technical requirements of that crime, obviously and unquestionably it is an act of disloyalty so discreditable, so unworthy, and so dangerous as to render the duty of the Senate imperative.
Sumner contends that even if an act does not meet the technical definition of treason, it can still be considered disloyal and unacceptable.
