Since 1995, Black Americans have been victims of 66 percent of all racially motivated hate crimes.

So there was nothing organized there.

So no one is being surveyed or monitored under the category of Black identity extremist?

So in order for a group to be categorized as extremist or as a credible threat, how many hate-related incidents need to take place?
