I think it is unwise to shut these programs down. That is my experience.

But if I had my way, the only four committees that would be allowed to deal with the State Department and USAID would be the four appropriators and the authorizers in the House and the Senate.

I think eliminating the programs helps Hamas. That is not what the intention was by the administration, but that is what the effect is.
