“I don't know a Senator, though--I think I can honestly say I don't know a Senator in this body who does not want to do what is best for American workers, American families, American farmers, American consumers, and the Nation at large. I think most of us, certainly me, certainly Senator Dorgan, believe that we are protrade. We believe that international trade is important. We know that we would like to see a time when there are very few barriers, very few tariffs, very few quotas--if any. I know, as many of my colleagues do, that if we had no barriers whatsoever, American manufacturers, farmers, producers could compete with anyone and in fact win in that competition on a level playing field. It seems ironic to me that we will go through this effort on legislation that, if it ultimately does pass both the House and Senate, will limit the deliberative and representative processes that are now at the heart of the legislative branch of Government.”
