REDUCTION IN THE NUMBER OF CIVILIAN POSITIONS WITHIN THE DEPARTMENT OF DEFENSE. (a) Definitions, etc.--For purposes of this section-- (1) the term ``Secretary'' means the Secretary of Defense; (2) the term ``civilian position'' means a position that is required to be filled by a civilian employee of the Department of Defense; (3) the term ``baseline number'' means the number of civilian positions within the Department of Defense as of the last day of the fiscal year in which occurs the date of enactment of this Act; and (4) the number of civilian positions within the Department of Defense as of any given date shall be determined and expressed on a full-time equivalent basis.…
