Mr. Chairman, the amount that the Government is going to have to pay any landowner for taking his property is going to depend mightily on the actions of the agency from this date forward. If the agency wants to declare 60 percent of the State of Louisiana wetlands, I suspect it is going to be a very expensive proposition. If the agency wants to protect real wetlands and wants to protect habitat in circumstances where it does not have to take 21 counties of Texas for a single bird, it is going to have a much lower cost to that agency. It depends on the agencies and their regulatory practices.
