if the purpose of the government's action in denying the permit is not to protect wetlands in general for the rest of us, is not really to protect endangered species for all the rest of us, but if the purpose is to deny your right to damage your neighbor, that is already in the bill as an exception to compensation. You do not need this amendment. This amendment will deny legitimate claims for de minimus effects on neighbors. It is not the right thing to do. We ought to defeat it.
