Mr. Dingell has been committed to the issue of product liability reform for many, many years. This was in 1988 when our committee finally agreed upon a product liability reform bill and produced it for the House, that bill unfortunately never made it to the House floor because it could not come out of the other subcommittee of jurisdiction. As a result, the product liability reform bill that Mr. Dingell and our committee fought so hard for in 1988 died its unnatural death in Congress and it has never until this day had a chance to be debated again. The bill we have before us is in many ways like that bill of 1988 and in many substantial ways very different. It is a bill that does, in fact, divide standards of liability between economic and noneconomic damages.
