It is a free phone to some people that is paid for by other people, and those other people that are paying for that service, when they see the fraud and abuse and the waste in this program, get incredibly angry.

I would hope when you are trying to think of what to do with the money that you are finally uncovering from waste, fraud, and abuse, you don't see it as some kind of honey pot that you can go and spend somewhere else.

This program is the kind of program that really angers, I know, a lot of my constituents.
