Mr. Chairman, I just want to point out that the minority wrote some views in the committee report encouraging AID to develop an index of economic freedom, a quantitative scoring and ranking system for countries receiving development aid based upon their commitment to promoting private-sector economic growth. It is our thought that if we are going to continue the foreign aid program, the recipient countries should be attempting to help themselves and our aid program should encourage them to change their economic system so that their people can own private property and produce wealth and eventually wean themselves from foreign aid when they no longer need it. I encourage all of the Members to take a look at our minority views in the report and perhaps, in the coming months or years, we will expand on that index and ultimately adopt it in our foreign aid program.
