The carbon intensity of production in the Gulf of Mexico is one-half, one-half, of the emissions of other production areas

The growth in production is primarily tied to increases in well efficiency

We must examine how these policies will impact our national energy security, economic growth, and global competitiveness.

So, it is--I am going to surmise here--so, it is fair to say that there were political appointees that weighed in on this and asked that the criteria be changed or that the weight of the scoring be changed.

For every one ton of emissions we have reduced in the United States, China has increased by four.
