The language of section 4001 is intended, indeed, to give the President the authority to waive all the minimum funding requirements in subsection (k) of the 1997 act, including the overall earmark. The phrase 'for activities for the Government of Ukraine' is intended to extend to the entire assistance program and, therefore, could apply to the overall $225 million earmarked for the Ukraine.
