I have always supported the Mexico City policy. I believe very strongly that wherever possible, the United States needs to discourage abortion. I am concerned that members of our society are actually encouraging abortion around the world. Now, Mr. Speaker, it has been a reluctant or an unfortunate reality that the Mexico City language has been the source of debate year after year after year since we took office as the majority party in 1994.
