we are going into the amendment process, a rather lengthy process, on this very important bill which cuts a net of $11 billion in spending, the largest rescission bill in the history of the country. It is a very important first step towards balancing the budget. Now, we have heard arguments that the deficits were caused by the Reagan years, but everybody should know that Congress approves the budget, Congress is the one that spends the money and raises the taxes. And throughout the Reagan years, Ronald Reagan reduced taxes on the American people, yet revenues went up and Congress spent more. The reason we have the deficit is because Congress appropriated more money than revenue received. Democrats controlled the House of Representatives for the last 40 years; the Congress was responsible for the deficit. They never saw a program they did not like. They never saw a program they did not want to take taxpayers' money and use it to tell them how it should be best spent. Then when we finally try to get the spending under control, we hear all of the bleeding hearts tell us how we are cutting women and infants and children and all this other stuff. A cut to them is an increase to any normal human being. The WIC program, Women, Infants and Children Program, we are told we are cutting. It is going up from $3.4 to $4.2 billion in the next 5 years. We are said to be cutting the school lunch program. It is going up from $4.5 to $5.6 billion in the next 5 years.
