we are dealing with agency versus contract for hire, contract for products. There is a real distinction, and to say to anybody who is a contractor who deals with the Federal Government that you cannot lobby is in essence, frankly, to deny their rights under the first amendment of the Constitution of the United States and totally flies in the face of any constitutional principles that I know of.
