I think that this is a matter that ought to come before the Members for another vote. Because quite possibly notwithstanding my tirades of the first half of business today, Members did not really understand that despite all of the good intentions that they have today, helping the environmental community clean up our wetlands and so forth, what this amendment does and what we did with the Boelhert amendment, and the provision which was the LEAP Program, which was incorporated and doubled by the Boelhert amendment earlier, is to create entitlements out of what have been discretionary programs. Now, we might say they are for good intentions, and agree. We might say the substance is fine and good and decent. It purifies the air and the land and the fish and the wildlife, and I say fine. But I say this is not an environmental issue. This is a budgetary issue. For the last 14 months, the American Congress, on both sides of this Capitol, has told the American people it is mandatory, it is absolutely essential that we balance the budget of the United States.
