I do not know whether he will win or whether I will win, but I hope that America wins, and I hope that America's children win, and I think they will with this bill, contrary to the statements of the gentleman from Maryland, who went before me. Because we are beginning to understand that simply by sitting down and writing a check on a bank account where somebody else puts the money in is not the answer to our problems.
