this is a second-degree amendment to the Menendez amendment. The Menendez amendment would actually expand the already dominant role of Fannie Mae and Freddie Mac in the mortgage marketplace when there is an unlimited taxpayer bailout liability toward that. My amendment would simply say, particularly if there is going to be this expansion, we should limit taxpayer liability to $200 billion, and the taxpayer should definitely be paid the dividend they were promised.
