“I thank my friend for yielding. Mr. Chairman, as a 6-year member of the Budget Committee and the second ranking Democrat, I have seen this budget proposal up close and personal. I have seen the way it has been reshaped over the years, from its early days as the first Ryan budget, to the collection of budget tricks and gimmicks we find before us today. Despite the highly questionable math and mysterious growth projections, the consequences are clear.
