It certainly was not the intent of how those programs were to work, and it certainly is not a way to ensure that people who need the resources, those folks who need the food stamps the most, get them.
We need to know what folks are doing in your department to ensure that we are shoring these up.
I think talking about how the program is a good program really, I think, takes us off the subject of what we are concerned about in this Committee.
