the Iraq war started 22 years ago; the Gulf war, 34 years ago. Today, Iraq is a partner, not an adversary, and it is time for the law to reflect that. DOD has assured Congress that operations can continue without these expired AUMFs. Our amendment does not implicate the 2001 AUMF, which is critical to ongoing operations. Both Chambers have passed the same repeal before on a bipartisan basis. The House included it in its NDAA this year. Let's do the same here in the Senate and close the book on these forever wars. I urge my colleagues to support the amendment.
