Russia’s aggression cannot continue without consequences, and those helping sustain Putin’s war machine should face meaningful costs. This legislation gives the United States stronger leverage against Russia and those enabling its war. At the same time, tariffs of this magnitude can have consequences beyond our adversaries, reaching American manufacturers, farmers, small businesses, and families.
