I have an amendment at the desk. The Acting CHAIR. The Clerk will report the amendment. The Clerk read as follows: At the end of the bill (before the short title), insert the following: Sec. __. (a) None of the funds made available by this Act may be used to propose, make, finalize, or implement any rule, regulation, interpretive rule, or general statement of policy issued after the date of enactment of this Act, that is issued pursuant to section 553 of title 5, United States Code. (b) The prohibition in subsection (a) shall not apply with respect to rules, regulations, interpretive rules, or general statement of policy excepted under section 553(a) of title 5, United States Code, or that are made on the record after opportunity for an agency hearing under sections 556 or 557 of such title.
