Mr. Chairman, I have been a member of the Permanent Select Committee on Intelligence since the beginning of this Congress. I have been especially interested in the issues surrounding the compromise of nuclear weapons design information and the security and counterintelligence programs at the national laboratories. I do not believe that all of the facts surrounding what happened and how it happened with respect to the compromise of sensitive weapons information to the PRC have yet been sorted out. Problems clearly existed for 2 decades, and for reasons that are still inexplicable, very little appears to have been done on a systematic basis until the press reports, the promulgation of Presidential Decision Directive 61. While I commend Director Freeh and the Director of Central Intelligence Tenet for pushing PDD 61, and Secretary Richardson for his commitment to fully implement counterintelligence and security reforms, and just recently to the gentleman from California (Mr. Cox) and the gentleman from Washington (Mr. Dicks) for their amendment today, I am not yet convinced all specific reforms have been considered addressing the culture and leadership between our national labs and the Department of Energy.
