I would just like to congratulate the gentleman from Pennsylvania [Mr. Walker] and the gentleman from California [Mr. Brown] for their hard work on this important legislation. H.R. 655 will support very, very vital work for us to look into the hydrogen field and research, development, and demonstration projects. This is a thoughtful bill. I think it has very important energy ramifications for this country's policies in the future. We need to become more environmentally friendly. We need to find ways to produce and transport hydrogen more efficiently. As the gentleman from Pennsylvania [Mr. Walker], and the former chairman, the gentleman from California [Mr. Brown], have said so articulately, we know what many of the problems are, but we need to invest in ways to more efficaciously solve the problems we are faced with in transporting and delivering this very potentially vital source of clean burning energy to our country. Mr. Chairman, I think that the gentleman from Pennsylvania [Mr. Walker] has also talked in a very, very forceful way about the policy on the budget.
