So the question before this body today is: What do we do with those surpluses if they show up? Well Alan Greenspan has said urge caution on tax cuts, both on spending and on tax cuts. Let us make sure that we do not either spend our way back into deficits or tax our way back into deficits. Secondly, this should be a fair process.
