I want to first of all commend the gentleman from Georgia (Mr. Chambliss) and the gentlewoman from California (Ms. Harman) for their hard work on this bipartisan legislation. The gentleman from Georgia has been a leader from his position on the subcommittee, and the gentlewoman from California has shown dogged determination and real intellectual insight in helping craft this legislation and putting it forward before this body, and I thank her for her hard work. This is important for our rural and urban communities that want to partake in preventing terrorism in the future, and so I rise in strong support of this legislation and want to thank the chairman of the Committee on the Judiciary, the gentleman from Wisconsin (Mr. Sensenbrenner) and the gentleman from Michigan (Mr. Conyers), and particularly the gentleman from New York (Mr. Weiner), for their support in helping improve the legislation as well. My reading of this legislation, Mr. Chairman, reveals that it is quite simple and quite productive in what it does. It says to the President of the United States that he must help us devise a system to share information from the Federal, national, level with our local communities.
