I believe that that really leads us to an issue that is a very, very important one and vital one to me; and that is the quality of teachers in our schools. The gentleman from Florida (Mr. Davis) and I have introduced a bill that seeks to find some new ways to bring people in mid career, maybe off of Main Street, maybe an accountant, maybe somebody with expertise in computer technology, somebody with expertise in math or science, from the private sector into the public realm of teaching. It is not a way to circumvent tough standards or teaching requirements, it is a way to still demand that that teacher has to be able to meet stringent tests to convey knowledge to kids in the classroom. But they do not necessarily have to go back, as a 20- or 21-year-old, to Ball State or Indiana University or Saint Mary's and go back to graduate school; that there are other ways of doing this in this new global economy.
