I join with Democrats, Republicans, Independents, I join with liberals or conservatives that support this legislation to ban partial-birth abortions. I do not think this is a question of Roe v. Wade. It is a question of life v. death for scores of children. In 1995, the American Medical Association's Legislative Counsel, a panel consisting of 12 doctors, voted unanimously, voted unanimously, to ban partial-birth abortions. A group of 300 physicians, joined by the former Surgeon General C. Everett Koop, said, ``This procedure is never medically necessary to protect a mother's life or her future fertility. On the contrary, this procedure can pose a significant threat to both.'' Today, the House of Representatives and the Nation have the opportunity to put value on the sanctity of human life; and I encourage support for this bill.
