first of all, I want to rise to quote John Adams. He said, ``I shall never shine until some animating occasion calls forth all of my powers.'' He shall never shine until some animating occasion shall call forth all of his powers. Well, he certainly has not shined enough in our Nation's Capital, and we hope to do something about this today with this so-called animating occasion with the House of Representatives poised to pass this tribute to John and Abigail Adams, to John Quincy Adams, and to recognize the legacy of Charles Francis and Henry Adams. I want to begin by thanking a number of people that have made this possible. As always in the House of Representatives, nothing is easy, and everything is complicated, and everything needs to be more bipartisan, and this is certainly a seminal event for bipartisanship and something coming forward with truly historic speed.
