So I would say that the debate we have had on the cap is a very helpful one, and I applaud the gentleman's efforts in committee, and I applaud what he has tried to do with this amendment. I think that the gentleman from California and I have tried to reach a bipartisan agreement on incentives and on a balance in this tension between not slamming down the number of charter schools that may naturally grow in a State, but also providing accountability language. The second point is, I really think on page 8 there are some helpful contributions to this legislation, and we would not want those taken out by this amendment.
