Second, title VI of the bill says that we want to expand NATO to the Czech Republic, Slovakia, Poland, Hungary, provide additional economic support assistance, nonproliferation and disarmament assistance. Where does it say that in the Contract for America, to increase foreign assistance? You have some good provisions in here that I might be able to support. But if we are going to work on a balanced budget amendment, if we are going to work to take away the fire hydrants of spending more and more money in this place, H.R. 7 is not moving us in that direction. Let it be clear to Members on both sides of this aisle, this says we are going to spend the money.
