I would encourage especially the new freshmen of this body to read this title, pages 61 through 75. As we read through the next 14 pages, as Members are on the floor or in their offices and they decide whether or not to vote for this amendment, let me say that in title IV what we have been debating is whether or not there should be some accountability and limits to U.S. participation in Somalia, in Haiti, in Bosnia, and other places around the world. Title VI then says it completely unties that, completely undoes it, and says we are going to possibly send troops and foreign aid to Poland, Hungary, Slovakia, Albania, or Romania.
