Actually, Mr. Chairman, what the Galvin report said, I would say to the gentleman from New Mexico [Mr. Richardson], was we should corporatize or privatize a host of laboratories. We are not in favor of that. The gentleman from Wisconsin, [Mr. Klug], and I are saying they are a valuable resource.
