it is the strong position of many people who support this substitute that we support such ideas as cost-benefit analysis, risk assessments, and the takings. I was one of the 72 Democrats who voted for that legislation. I hope if those two pieces of legislation pass this body, that we apply both pieces of legislation to this bill and to this substitute, if it passes. However, to hear other people argue on the floor of the House of Representatives that we have to attach this stuff to every single bill that comes through here would make the case, illogical as it might be, that we have to put the Balanced Budget amendment on every single piece of legislation that goes through here. That is simply not true. Many of us support those ideas and those reforms. I thank the gentleman.
