I want to make sure the debate has clarity. To the gentleman, when you say this bill applies to everyone or all American citizens, that is completely false. I want the gentleman to know that. I would like you to know that when you refer to page 61, at the top it says, provisions of this chapter. So an earlier speaker brought us this issue about, well, it doesn't say the word alien. In order to be tried under the Code of Military Commissions, you have to be an alien. So when you go to page 7, you look at line 17, section 948c, it says the persons who are subject to a military commission is any alien unlawful enemy combatant. So this does not apply to American citizens.
