I would like you to know that when you refer to page 61, at the top it says, provisions of this chapter. So an earlier speaker brought us this issue about, well, it doesn't say the word alien. In order to be tried under the Code of Military Commissions, you have to be an alien. So when you go to page 7, you look at line 17, section 948c, it says the persons who are subject to a military commission is any alien unlawful enemy combatant. So this does not apply to American citizens.”
