I rise in support of House Resolution 1228, Honoring the Veterans of Helicopter Attack Light Squadron Three and Their Families and want to express my appreciation to Dr. Boozman for introducing this resolution. This weekend, we celebrate the 234th anniversary of the signing of the Declaration of Independence. Over the years, our freedoms and the interests of the United States have been defended by over 40 million men and women and of those, over 1 million have died and 1.6 million have been wounded. I find it ironic that something as beautiful as freedom must be maintained by something as horrible as war. Within those millions, there is a small group of Navy veterans who hold a unique place in the Navy's history. Those are the veterans of Helicopter Attack Squadron Three, better known as the HAL-3 Seawolves, the only active duty attack helicopter squadron in the Navy's history.2 sources2010govinfo.gov
Mr. Chairman, over the last 30 years the availability of abortion services at military medical facilities has been subjected to numerous changes and interpretations. In January 1993, President Clinton signed an executive order directing the Department of Defense to permit privately funded abortions in military treatment facilities. The changes ordered by the President, however, did not greatly increase the access to abortion services. Few abortions were performed at military treatment facilities overseas for a number of reasons. First, the United States military follows the prevailing laws and rules of the host nations regarding abortions. Secondly, the military has had a difficult time finding health care professionals in uniform willing to perform the procedures. Third, the real purpose of military medical treatment facilities is for military medical readiness and the training of lifesaving instead of the taking of life. Current law allows military women and dependents to receive abortions in military facilities in the cases of rape, incest or when necessary to save the life of the mother.2 sources1999govinfo.gov
I stand before you in opposition to this resolution. It champions a dismally irresponsible and dangerous course of action. On its face, the resolution merely addresses the troop surge, ignoring the President's plan in its totality. I will now address our efforts to move forward on the diplomatic and economic front. With regard to the establishment of government capacities, the establishment of the rule of law is a necessity, for to have Iraq address the national plan of reconciliation, to have them pass enabling legislation for the Constitution and amendment process, and to set provincial elections, is extremely important. With regard to the economic piece, the concession whereby the Iraqi government will seek to have a quasi-Alaskan model with regard to the revenue sharing of its precious assets is extremely important, because you do not want the distribution of the oil proceeds to go to regional leaders. It will only empower them and then weaken the unity Federal Government. The debate seems to be on the security piece. There are those saying well, let's just back out completely. They use words such as 'withdraw to the United States' and 'redeploy.' But is that a plan? I haven't heard any form of military plan.2 sources2007govinfo.gov
