You do not blame others for your mistakes. Unfortunately, the President did not follow these principles. His criminal misconduct and dereliction of his executive duties do meet the constitutional threshold of high crimes and misdemeanors. The founders in their infinite wisdom made three coordinate branches of government in a system of checks and balances. When the President and the Vice President, Federal judges and other executive officials are accused of high crimes and misdemeanors, the Constitution gave this body the express authority as the accusatory body to bring the charges. That is why many of my colleagues have referred to the House as the grand jury function. That is accurate. That is why the House is the accusatory body. There is not a grand jury in this country that can investigate, prosecute and have findings, guilt and sentence. That is why in the Constitution they said we accuse and the Senate tries. It is not expressly authorized for anyone to use censure as an alternative to impeachment. Impeachment is our only course of action.
